Programme Overview

This programme is offered by NZIHT in association with the Western Institute of Technology at Taranaki (WITT), which is the accredited provider.  All academic processes associated with programme delivery are carried out in accordance with WITT's Quality Management System.  

 

The Bachelor of Engineering Technology (Highways) [BEngTech (Highways)] is designed to produce technologists with both advanced level technical knowledge in highway engineering and general knowledge of applied management. It also provides a professional development opportunity for practising highway engineers who hold a technician level qualification and who wish to gain a degree level qualification.  The degree will prepare them for further study at other institutions and universities in New Zealand and overseas.

 

The programme fulfils the requirements of the Institute of Professional Engineers of New Zealand (IPENZ) graduate competency profile for registration as a Technologist (TIPENZ).

The programme is structured to cater for:

  • Applicants who have achieved the academic admission requirements, outlined in Section 5, on the basis of school qualifications;
  • New Zealand Diploma in Engineering (Civil) [NZDE (Civil)] graduates who wish to further their qualification at degree level;
  • Graduates of the NZDE (Civil), the Diploma in Engineering (Civil) [DipEng (Civil)], and their  predecessor the New Zealand Certificate in Engineering (Civil) [NZCE (Civil)];
  • Graduates of equivalent qualifications to the above, obtained either in New Zealand  overseas; and
  • The requirements of highway engineering personnel, with or without tertiary qualifications, who are already in employment and who wish to upskill in the specific discipline of highway design, construction and maintenance.

 

The three year curriculum is structured to provide a broad based coverage of civil engineering fundamentals and applications in the first two years of study, and to specialise in road transportation technology and management in the final year.

 

Holders of qualifications such as NZCE(Civil), DipEng(Civil) and NZDE (Civil) will possess a broad-based grounding in the fundamentals of civil engineering up to Level 6, and as such the BEngTech (Highways) programme provides them with a seamless career path development opportunity. Their eligibility to staircase into the BEngTech (Highways) is enhanced by evidence of appropriate work experience.

 

The degree is delivered in a block course format supported by self-paced learning and web-based learning support, and is time-tabled so that it provides both full-time and part-time study opportunities.

Once you have submitted an application, you will be notified of the outcome or you may be required to attend an interview.  If successful, you will receive a letter of acceptance and an enrolment pack.  Your enrolment pack will give you all the information you need to enrol in your chosen programme.

Graduate Profile/Employment Options

Graduates of this programme will have good knowledge of the fundamentals of civil engineering in general, together with specialist knowledge of highway engineering at the higher levels. This will enable them to apply analytical skills and knowledge of technological principles to solve broadly defined problems in the field of civil engineering and roading.

Upon completion of the programme graduates will be able to:

  • Demonstrate knowledge and skills of mathematics and fundamental engineering sciences, and apply these to the solution of technical problems within a general civil engineering design and project environment
  • Apply advanced analysis and problem solving skills and knowledge of technological principles and physical processes to solve broadly defined engineering problems in a road construction, design and  management environment
  • Identify and manage physical risks, and innovatively apply and modify practices in the field of highway engineering
  • Creatively plan, design, control, budget and prioritise highway construction and maintenance programmes to standards required by the engineering profession
  • Provide managerial input into highway engineering projects and activities
  • Implement and complete projects demonstrating the attributes of a capable and self directed learner
  • Undertake a wide range of support activities, including organisation, management, administration, liaison and public relations
  • Analyse and evaluate technical and economic options
  • Display substantial personal and professional communication skills, both verbal and written, and work cooperatively in a team environment
  • Exercise responsibility for the work of others, including cost-effective allocation of resources
  • Demonstrate an appreciation of the ethical principles and notions of responsibility and accountability in professional practices, and maintain individual quality standards
  • Continue studies towards higher professional or managerial qualifications in related fields such as pavement technology or transportation planning
  • Cultivate skills of independent and critical thinking towards application of their engineering skills
  • Appreciate the importance of retaining current competency through continued professional development.

 

Graduates are qualified to seek employment and /or further education in areas of:

  • Design, construction and maintenance of roads
  • Project Management
  • Local government asset management 

Entry and Selection Criteria

Entry criteria

In order to be admitted to the BEngTech (Highways) applicants must meet

either:  The Academic achievement requirements listed below;

or:         The Special admission requirements listed below;

or:        The Entry via Specified Diploma Programmes requirements listed below (if applicable);

and:      The English language requirements listed below. 

 

Academic achievement

Applicants should demonstrate an ability to succeed in the BEngTech (Highways) by the completion of any one of the following qualifications or courses of study:

  1. A minimum of 42 credits in at least three subjects at NCEA Level 3, including a minimum of 14 credits each in English and Mathematics; or
  2. Equivalent NZQF Unit Standards; or
  3. Completion of a secondary school, external or overseas qualification that is considered to be at least the equivalent of any of the above, as approved by the Programme Manager. 

 

Special admission         

Notwithstanding the above admission categories, in special circumstances applicants who are able to show evidence of an ability to succeed in the programme may be considered for admission, provided that: 

  1. They have completed an alternative course of formal or informal study deemed by the Programme Manager to bring them to a suitable entry standard; or
  2. In the opinion of the Programme Manager (with advice from other academic staff or industry manager/s), they have previous and on-going work experience and/or life skills to bring them to an entry standard sufficient to ensure a strong likelihood of successful programme completion.

A student entering the degree programme under the above provisions may be required to follow an approved introductory course of study as a pre-requisite or co-requisite. 

 

Entry via specified Diploma Programmes

Applicants seeking entry into the BEngTech (Highways) under the provisions for credit transfer set out in the schedule of standard or approved credit transfer arrangements, must have obtained a minimum 60% (or equivalent B grade) average across all second-year courses (last 120 credits, or equivalent Level 4/5 papers) specified for the NZCE (Civil), DipEng (Civil), NZDE (Civil).

Applicants seeking entry into the BEngTech (Highways) under the provisions for credit transfer set out in the schedule of standard or approved credit transfer arrangements following, must also:

Have been credited with passes in NZDE (Civil) Engineering Mathematics 2A or 2B or equivalent level of mathematics study; OR

Complete the required Engineering Mathematics 2 course.

The Programme Manager may admit an applicant who has not met the requirements above, into Year the BEngTech (Highways), providedthat:

  • There is verifiable, documented evidence that the applicant has been engaged in appropriate and relevant work experience following award of the specified diploma level qualification/s ; and
  • That the applicant submits a signed statement from a person academically and/or professionally qualified to do so, that in this person’s opinion, the applicant has the necessary competence, level of achievement to date, and potential; such asto suggest strong likelihood of successful programme completion.An applicant admitted to the BEngTech (Highways) under the provisions of this clause, may also be required – as a condition of entry – to follow an approved course of pre-requisite or co-requisite study. 

 

 

English Language       

Applicants whose first language is not English, are required to provide evidence of having met the following minimum English language requirements:

  1. IELTS: an overall proficiency score of 6.0 (academic version), with no sub-test score lower than 5.5; or
  2. TOEFL 550 together with TWE of 5.0; or
  3. WITT Course Entrance Assessment: Level One pass 220/300;or
  4. Provide evidence of having passed such tests of English language competence, according to Policy and Procedure English Language Proficiency. 

 

Selection criteria

Applicants who seek entry to the BEngTech(Highways) under the life skills/work experience clause of the entry criteria above, may be required to: 

(i)       Participate in an interview; and/or

(ii)      Submit a portfolio; and/or

(iii)     Supply references; and/or

(iv)     Produce other supporting documentation. 

 

Entry to the BEngTech(Highways) will be in order of receipt of enrolments by applicants who meet the entry criteria above.

If your Entry Level does not exactly fit any of the listed categories, or you do not meet all the Specific Requirements, you may still qualify for entry under the special admission criteria. Please contact the Academic Programme Manager for more information.

All enrolments in the BEngTech(Highways) are at the discretion of the Programme Manager, in consultation with other teaching staff or National Advisory Committee members as required. 

Programme Delivery

The BEngTech(Highways) programme is structured using a Study Block format held in a venue in Hamilton and we are able to take new enrolments at the start of any given term.

Held from a venue in either Hamilton or Christchurch.

Delivery Format

The programme is delivered on a block course basis from multiple sites. The typical delivery format for a 15-credit course comprise of study blocks of approximately 5 to 10 days duration, combined with self-directed study and distance learning support.

The academic year is divided into two semesters of approximately 20 weeks each. All courses are offered as semester courses. The learning cycle for a given course consists of:

Study blocks(class contact) of approximately 5-10 days, arranged in a delivery permutation that best suits the requirements of the course. Typically the study block component for a course will be delivered as two half-blocks separated by a 6 to 8 week self-directed study period. This model enables:

  • Improved effectiveness of the self-directed study component,
  • Follow-up reinforcement of the self-directed learning component in the second study block,
  • Opportunity for project presentations in the second study block.

Self-directed studyperiod during which candidates complete course work and set assignments/projects in their own time, and prepare for the final examination.  During this time course presenters are available via email or telephone or an on-line Course Management System (CMS) to attend to individual inquiries. CMS is an internet-based communication forum and a platform for on-line learning support.

A final examination at the end of semester.

Recognition of Programme Qualification by External Stakeholders

The programme is NZQA accredited and is positioned to meet the graduate profile of the Institute of Professional Engineers in New Zealand (IPENZ) for Technologists.

English Language

Applicants whose first language is not English, or who come from a country where the language of instruction in schools or other teaching institutions is not English, are required to provide evidence of having met the following minimum English language requirements :

  1. IELTS: an overall proficiency score of 6.0 (academic version), with no sub-test score lower than 5.5; or
  2. TOEFL 550 together with TW of 5.0; or
  3. WITT Course Entrance Assessment: Level One pass 220/300; or
  4. Provide evidence of having passed such tests of English language competence, as the WITT Academic Board may from time to time approve.

Verification of Citizenship/Permanent Residency

Domestic students
Sighting of Birth Certificate or Passport showing proof of New Zealand Citizenship or Permanent Residency is necessary for enrolment into this programme.

International students
Sighting of Passport and current visa/permit is necessary for enrolment into this programme.
