Government transport strategy, legislation and processes can seem like a "moveable feast", making it difficult to keep abreast of developments. This course aims to keep transport professionals up to date with government strategy and legislation affecting transport infrastructure and programmes. Also covered will be the roll-out of NZ’s first National Infrastructure Plan, and moves to co-ordinate land use and transport planning. Major 2008 changes included Regional Land Transport Programmes, a stronger role for Regional Transport Committees, and creation of the NZ Transport Agency. This course will outline the 2008 system together with the post-2009 government’s stress on economic regeneration, efficient processes and the role of infrastructure.

- The Land Transport Management Act and its 2008 amendments
- The 2009 Government Policy Statement on Land Transport Funding, and the NZ Transport Strategy
- National and Regional Land Transport Programme funding criteria
- The 2009 Environmental Protection Authority and ‘projects of national significance’
- The National Infrastructure Plan, Unit and Advisory Board
- Co-ordination of land use and transport planning and ‘second phase’ Resource Management Act reforms
- Present and possible future role of private sector funding
