Level 1 Basic Traffic Controller (TC)

This one day course promotes safe working practices, standards and operating procedures at roadwork sites. 

This is the NZ Transport Agency (NZTA) Level 1 Basic Traffic Controller (TC), which covers the standards and operating procedures required by the Code of Practice for Temporary Traffic Management (COP/TTM).

Appropriately trained and qualified staff must be available to carry out temporary traffic management duties in compliance with the NZTA COP/TTM and Local Roads supplement on all worksites.

This course is the pre-requisite for entry requirement for people wanting further training to Level 1 Site Traffic Management Supervisor (STMS) standard of the Code of Practice for Temporary Traffic Management.

  • Implications of Local Roads supplement



On completion of this course participants will have the knowledge to:

  • Assist the STMS in the setting up of roadwork sites in accordance with approved Traffic Management Plans
  • Develop a consistent approach to traffic control
  • Analyse Traffic Management Plans in relation to various roading situations
  • Apply exercises in the planning and setting up of roadwork sites to actual roading situations
  • Understand the requirements for sign selection, placement, safe operating procedures and worksite protection for Level 1 roads
  • Understand and apply the standards for Local Roads

Assessment of these unit standards is available – refer to cost schedule for details. Note that the full completion of assessment documents will be required within 6 weeks after the training .

5627 Operate as a Traffic Controller (TC) for low volume and Level 1 roads
20877  Demonstrate knowledge of working safely at sites under temporary traffic management
20878  Assist with temporary traffic management for low volume and Level 1 roads




Who Should Attend:

Any person that carries out work on or within the boundaries of a road. These include NZTA State Highways and Local Authority roads.


Cost:

FULL COURSE FEE

• $345 +GST course attendance fee only 

This fee applies to people who attend a course for knowledge only purposes with no intention of gaining unit standard credits.

WITT SUBSIDISED OPTION

• $180 +GST course attendance fee* (*conditions apply)

This subsidised option is only available to NZ Citizens or Permanent Residents of NZ who supply the necessary enrolment information. It includes assessment of unit standard 20877 reported to NZQA.
Students must complete and pass a theory test on the day of training.
Full assessment of the remainder of unit standards is available on request.

*To be eligible for a fee subsidy a course participant must provide evidence of NZ Citizenship or Permanent Residence.
Each person must:
- Complete a WITT enrolment form and provide a copy of their NZ Birth Certificate or passport prior to the course date.
- Complete and pass theory test/s on the day of training.
If the above conditions are not met, the full course fee will be charged.

NZTA REGISTRATION FEE

• $40 +GST 

NZTA registration (photo ID card) is additional to course cost (this cost is not subsidised by InfraTrain) 




NZTA Three Month Rule:

“Following the running of a course, trainers have a period of three months in which they can register those who attended the course. Later applications will not be considered.”

This now means those who complete a TC qualification, and wish to go on for a STMS qualification, have 2 options:
- Either successfully complete the STMS qualification within the 3 months of having completed the TC qualification, and send evidence of the TC and STMS passes to Transit for registration before the 3 months is over, or
- Register the TC qualification and undertake the STMS qualification any time before their TC qualification expires (3 years).
